Tig Welding Ceramic Coat

Anyone know if I can Tig weld directly onto ceramic coating or do I need to buzz it back to bare steel first? I am trying to repair a merged header.

grind the shit off otherwise really bad weld

yup, grind it to clean steel or it'll spatter like a bastard.
