This is a Brazilian Solex H-34, also manufactured under the name "Brosol" (i.e. BRazilian SOLex).
These are usually fitted to Chev Opalas (Commodorish, 4 or 6 cylinder); the only mention I can find of this carburrettor on a VW is fitment to the SP-2 variant, 1700 motor, between 1972 and 1975.
They are also used as a performance piece for the Chev Niva, a sort of small 2-wheel drive SUV.
