Fram Oil Filter?

Hey all, I am wondering if anyone can tell me anything more about one of these?

Its a Fram filter of some kind. Written on the top it has FCS.11893 as the part code.

Wondering its its an oil filter (looks like it is) and how much it might be worth.

Its a deisel fuel filter by the looks of it. Donty think I would trust a plastic bodied oil filter on a VW engine. The heat and pressure would stuff it I think.
