Chassis number ID

I was looking at my buggy's chassis number today and I was trying to figure out how it works. It's number is 1781079.
It's meant to be based on a 64 Beetle but I thought that the third number is the year of the car. So it should be a 68, right??

Try doing a search on "vin numbers" within the aussieveedubers web. There are plenty of forums in here that can help.
