61 Kombi Church Key or Proper Lock

As it says really should my 61 kombi have a proper lock or is it right that it looks like the barrel is missing and just uses a t handle / universal / church key to open it. Does that make any sense?

To open what? Doors? fuel filler flap? engine lid? all of the above?
