Spats for notch? Third brake light assembly?

Im asking this for a friend of mine. Did spats ever come out for notch's? If anyone can help, please?

And also jus double checking on how to set up a third brake light. I jus run a wire from the closest brake light, and to get to the brake light cable do i have to get under the fender behind the light assembly or can i pull out the light assembly to get to the cable?
