How to adjast "Adjustable Front End"?

Hi Guys,

I've recently picked up a 72 Bay with an adjustable front end...Any tips on how to adjust it so I can get the nose closer to road would be appreciated, is it reasonable easy for a novice to attempt?
Regards,
John
