You can have this repaired if It is not too bad, get a flat tool or something you can lift up the seal so you can have a look, if it has a few small holes it is not too bad, you can get replacement sections for this area from the UK at
www.justkampers.com, or a good panel shop that can fabricate sheet metal sections can repair it, DONT USE BOG, metal only.
If there is rust in the A pillers, it may be a good idea to give it a miss
The place you should be looking at is the channel at the bottom of the front clip on the inside of the bus, behind the front kick boards, this is where the water that gets past the windscreen will collect, run your hands along the inside of this channel, if it has not been leaking for long and there is little rust you should be ok, if it is severe you will see it from the out side! The section under the step rubbers is also a place to look if there is any rust in the front, under the floor mat in the front is another place to look if water has been getting in!
Minor rust is not a problem, IF you get the right people to repair it, if it is not too bad and you want the bus, use the fact that the repairs needed will have to be taken into consideration in the purchase price.
