It looks like a one off home built job. It looks a lot like the prototype Type 62 that was made as a possible battle field personnel carrier. Itr was considered to be too pretty and was given a two tone paint job and was given to Hitler as a present. The Kubelwagen replaced it.

produced in the late forties, the four seat police car paved the way for Hebmuller's involvement in the volkswagen- approved two-seater convertable. No doors provided quck, easy access.

Papler made a similar thing, was in UltraVW recently and the HotVWs on our newstands currently.

They were used by police and other such civil authorities.
