karina - you can get weld in adjusters into your front beam - should be k/l beam - will lower the front ~2.5inch. - also dropped spindles will lower the front a further 2.5inch.
the rear is a little more difficult to do and explain - there are no doubt tech articles and how to's in the tech forum - otherwise if you're not doing it yourself, speak with the guys at your local vw mod shop - get yourself a quote etc.

you have two decient options (or you can use a combination of the two)
the most common being having adjusters welded into the front beam, there are two different styles, both have thier good and bad points when it comes to fitting. either way you need to have the welding done by someone who is GOOD with a welder. as far as i know in NSW you (for legality's sake) need to have the modification engineered, though i expect that 90 percent in NSW aren't. the ride will probably end up harsher and if you want a serious drop you will need shorter shocks or extended shock towers.
the other way is to fit dropped spindles. these are front spindles that are fitted in place of the stock spindles and have the stub axle mounted higher (generaly 2 1/2 inches) than stock = 2 1/2" lower front of the car. you can get both welded and new cast spindles, either way they will have to be engineered though from what i know your chance of getting welded spindles passed is very very very small. the best things about dropped spindles is the ride quality stays virtualy stock and you don't need to cut up the front end (a better option if you are modding a clean original car) plus there is no need for special shocks etc. most dropped spindles do widen the front track, which goes against the current trend of narrowing the front end.
or you can combine the two to get decient ride with adjustibility... or with some other mods, very low.
if you are only lowering the front (or lowering the front more than the back) this will interfere with the front caster, to this needs attending to by adding caster shims between the front beam and it's mount point.
if you want to go realy low there are other things that need doing but someone else can explain them.
there have been other methods used in the past but from what i have been told they don't rate when compared to those above.
edit... ok that took longer to write than i thought.

pull their legs off.
or you could get a type 3, much easier to drop.

thanks for that guys 🙂
they do seem to be alot harder than type 3s to lower...oh well these things happen :P
