Can anyone please provide possible solutions...thought might be something wrong with the accelerator cable but was not sticking, nor are the carbs 'stuck' , they appear to move freely. Had recent issue with one of the carb linkages being 'lost' and this was the last time car was operating - on one carb?? Have since found a borrowed carb linkage (thanks Andy!) and voila, as above.
Appreciate any advice, thanks in advance...

Have You checked the automatic chokes??
they just work on electric coil ...
so, if You turned the key on for a few minutes they should be hot and the revving shouldn't happen...
the chokes are the round things with a wire going to them
on the side of the carbies...
they have 3 screws holding them in place...
just loosen the 3 screws and with the air cleaner off...
look down the throat of the carburetor...
the choke flap should be virtually closed to revv out an engine
so adjust both chokes the same , slightly tighten the screws and start the engine...
if still revving too much... adjust again...
I hope this helps...
this is what I used to do with a manual type 3....

You need to loosen the accelerator cable in the engine bay to check if its causing the problem.... but sounds like chokes.
