Is it possible for my right high beam and parking light to work but not my low beam?
Would this mean I need to replace the bulb or is it a fuse issue?

It is probably the low beam filament in the globe. New globe required if so.
You can test if it is the globe by swapping the globes LH and RH. If the problem follows the globe, then it is the globe. If the problem stays in the
RH light, then it is something in the contacts or wiring.

I thought it was only 2
park bulb is a separate bulb
Fuses are most commonly the problem, check your owners manual, all 3 elements in each headlight have a separate fuse
