have you wired them directly to a 12volt source. that would rule out the horn itself

sometimes its the little relay that is not working

Generally the horn is connected to a 12 volt supply and the earth is connected through the steering column via the contacts behind the steering wheel. The contacts could be a little dirty or worn in a 54 year old car😃.

Any thing can be fixed

Test the horns first direct to a battery

most prob will be an earth problem in the steering coloum

Wired correctly. All contacts clean. Tested with another horn.

if it is a bolted together rather than riveted you can open it up and clean the internal contact.
this contact is what is moved when you turn the adjusting screw.
a good clean with some wet and dry works wonders as this contact becomes pitted from opening and closing.
I can post some pics if you want

Thanks pv370. I give it a try

I was having issues with my dual horns (non factory), all connected correctly, relays etc. couldn't get one of them to work. pulled my hair out, when I was about to give up and redo the whole lot, I thought I'll just give the adjusting screw a tweak and what do you know.....all fixed.
