I think he might be, and the lack of net cover is just a front to keep his location top secret.

Cool Cap! Secret agent im not sure of, herb wouldnt be the most hideable car although he would always help you along the way. :thumb

Here is one of the caps I made to go onto a real Herbie, being restored in the USA,
Its nicer than my cap and more accurate given the modifications I made to this cap with the top catch.
Any budding Herbies want one?
I just realised last year that herbie had an external fuel door instead of opening the hood, was this a race mod?
Was it an easy mod to do Herbie?

The "Lemanns" Fuel cap I Believe was a racing car fuel cap modification back in the day, hence AC Cobras, Triumph TR series etc all sported
similar styles of quick fill caps, Some probably just for the look, I think Disney added the Lemanns cap for the Montecarlo Herbie movie for a couple
of reasons, partially because it shows how serious a race car Herbie is, as, If you remember in the love bug, Tennesee fills Herbies fuel tank with a funnel under the hood, taking his time and talking to Herbie {Not Very
quick for racing, and races are won and lost in the pits}and Naturally that servers the plot well, as does the racing cap, It serves the plot to
provide a convenient place to hide a great big diamond.
It appears near impossible to find the original makers of the cap that was used for Herbie so I have molded and modified one to suit,
This plastic cap would suit kitt cars etc as a dress piece.
