dont think it is a VW. many reasons:
why would VW use a 2cyl engine when they use 4cyl in everything else?
why would they use 3 stud wheels instead of already available stock?
the body does not fit with their stylings of the period
looks more like an subaru to me, thats my 2c anyway.

It's a very 'modern' car for that era, front-wheel-drive, McPherson struts, spacious cabin for overall size... I would not have been surprised to hear it was the prototype for the Renault 4...

I have a V.W. and audi poster from wolfsberg museum and has this car on it....maybe an Audi prototype .
