Help- I cannot find any tutorial to help a mug attach a picture in a post when the picture is sitting on his PC.
-FAQ tells me to use "upload" but I dont see this feature on the screen anywhere.
-Browse lets me select the correct PC file as an attachment but does not include the file when I preview the post.
-The file is a .jpeg image of 56kb at 100x 100 resolution.
-What am I missing ?

You won't see the image in preview. Just browse and select and then "post reply".
Try it out in the "try here" section at the bottom of the front page.

Biggest problem you are going to have is size. My bot will delete the image if it is over 50kb . So you need to make it a little smaller and all will be fine.
Once I get it all automated you will see the images in the posts again without having to download.
