What is resource coordination/modification?

Nothing to do with volkswagens, but hoping someone can help.
I'm applying for a job.
One of the desirable selection criteria is - "Knowledge of, and experience in, resource coordination/modification."
I took a guess about what it is from the title, but actually I've got little idea. Does anyone know what this really is?
I'd like to know for if I get to the interview stage.

Basically the planning and organisation of staff and staff duties for different work projects. I.e how would you use different peoples skills to suit. , some being creative , some being good at project planning , others being finishers.

Resources are what is avail to you to get the job done, more often than not it refers to staff, and as above post states knowing staff's strengths and weaknessess. Developing staff and their knowledge and skills through training ie: modification

thats when u've previously figured out how to get the hyperdrive of the starship enterprise working by using ewok fur to insulate the core of the stator shaft to eliminate it from spinning out of control and wiping the stupid smile off of that idiot virgil's face! ;)
