Registering a converted car in NSW

Why does the silly RTA requires ANOTHER engineers report if the car has been converted in a different State? A friend of mine just bought a KG which has been converted to RHD in QLD and has been registered for the last 4 years in QLD. When he took it to an inspection centre in Sydney to get the slip, he was asked for a NSW engineers report which will cost him around $1,500 to get the car registered in NSW. Does this seem right? Anyone knows where he can get the report for less than $1,500 considering they just have to check it, no work to be done?

Ring the RTA tech line see what they say.

But i'd be inclined to think it should be ok. QLD stuff should comply with ADRs even if their specific regs are a bit different.
