I was wondering would it be possible to put 1300 twin port heads on a 36 hp 1200 motor. I'm not after a hot 36'er I just want to get it running at it's best.

Not a bolt on thing but hey anything is possible with enough work, just look for a pair of Okrasa TP heads, they just bolt straight on. I had an Okrasa fitted 36hp in 1969 that topped out at 105mph, wish I new where it was now!!
