A wolf (appearing to be a cross between Rampant and Salient) associated with VW?
Maybe this has something to do with it:

"The use of the wolf is quite common in German heraldry. The Arms of Passau in Bavaria show a red wolf rampant on a white shield. the badge is only worth 50 cents but the self tappers are genuine NOS and worth at least $1.35.

dont laugh too hard, i have actually seen one of these before in an artical on VW badges somewhere, and yes, they were hand made crudley as you can see.

Alot of Vw dealers had dealer unique badges, may be this is one.
