Beach Buggy registration queries

Hi there, so I'm in a bit of a pickle and need some advice. After starting to do some background research into purchasing a beach buggy, I've been a bit scared off recently, mainly to do with state rego hassles. I have tried to do a search on here but didn't seem to find the right answers. Here are my issues:
1) I'm down in Vicco and it seems to be my luck that we have the tightest restrictions.
2) I'm led to believe it’s virtually impossible to get buggies re-registered if rego lapses or unregistered?
3) How 'smooth' is transition of ownership of a buggy that is already registered, is it a big foot in the door, and what are your chances of changing state registrations of a buggy?
4) Or should I just restrict my search to Victorian registered buggies.
5) It also seems previous documented history of the car’s registration is essential.

Notice on the vic club website that they’re heading down to Kennett River next weekend. Hopefully a few buggies make it down and I can pick their owners brain a bit. In the mean time any of your insights would be greatly appreciated.

I think you'll find vic is more open to car mods than any other state. although i might be wrong about that when it comes to buggies. i'd go and talk to a few motor transport professionals and the local motoring authority.

the easiest thing to do is to find a vic regoed one and buy it of course. there's been a few of them on Ebay recently. that said LWB cars are generally easier to rego than swb cars due to the whole cut pan issue.

i'm sure there's a way of doing it. you just got to appease the right people.
