Not VW: fixing louvered glass windows?

Hey All, Does anyone know how to fix these windows?

The ones I have are glass pane louvers set in a metal frame, the problem is that they are really stiff to open and only seem to open half way.
Any pointers on this before I dive in with a screwdriver and a hammer most appreciated.

No one for about 4 blocks would have to worry about sticky windows for a while
