im wondering if it was legal and if it would pass through the pitts without being defected to weld a peice of metal to my floor pans to renforce it and if any one new of a reasonable priced and good panel beater in adelaide or if any of you in adelaide would be kind enough to take a look at it for me some rust on the rim of engine bay and rust where one of the guards use to be

I think the main questions are what does the metal do? how big is the issue? and how well you can hide your handy work. If its just random tinware/body metal should be fine, if its the main body line etc its not as cool.
