First press the button right at the bottom..

as You will see O reply has been marked...

but You need to click whatever is right at the bottom..

then You write your reply....

Go to the pm
at bottom of page reply is checked so press submit changes which takes you to the new page.

Yes thats it..

click the submit changes...

BEFORE You actually make any changes,,, lol tricky
