what do they do?

Acts like an airconditioner

they work great in areas of dry heat/low humidity......like alice springs

take one up north though and its like being slapped in the face with a wet rag

its like evaporate coolers for houses

over in SA where most of my family is, where the average annual rainfall is 9" every house has a ducted swampy on the roof cos they work as well as a/c without the running costs
the ones installed over here though do absolutely nothing
