was the VW symbol on my hubcaps of my 76 kombi ever painted a colour or were they always silver? chrome?

all of mine (from 2 busses) and all the ones i have seen are all chrome

All of the later ones (flatter type) I have seen are not coloured. I have a couple of 6V Beetle ones in the shed that are black in the middle.
