One odd looking buggy, Not sure what the write up about it meant to be about

its about the 4th or 5th time hes tried selling it
just doesnt understand that its not legal to shorten pans anymore

dont know how it was perceived back then, but it hasnt aged very nicely. Cant decide whether it looks better or worse with a roof.
