Were there ever factory 14" wheels? Are you talking possibly a very late model Type 2 in 5 stud?

I've got 14" 4x130mm wheels on my bug but they're modified wheels with turned down centres from the 15" wheels, so of course the hubcap is the same as for the 15" wheel, as it's the same wheel centre. Based on a photo I dragged up from the internet of a 14" Kombi wheel, they look like they probably do take the same hubcap, as the proportions of the hubcap mounting area compared with the rim looks the same as my custom-made 14s. If you really want to know then probably offering one up for comparison is easiest, standard late-model ('68 on) VW hubcaps are cheap and easy to find.
