Unsure about legalities -
From my security days I think it has to have an element of offence to a reasonable person. Therefore if you took 'reasonable' measures to be
discrete and not caused offence to another then that's fine. Alternatively if you take no measures then you can be charged should a person claim
offence. Same legal position as swearing in public. Time and a place - Church 'No', Outside a nightclub at 3am would be considered acceptable.

Many years back, a buddy was busting for a leak, pulled over to the side of the road ran behind a tree and did the deed, walks back out from the trees and here is a cop car, the cop busted him for urinating in public, said he might be getting a summons in the mail, my mate is about to drive off when he sees the cop go in behind the tree and yes you guessed it, the cop had a leak!!! Mate went to court, brought up the bit about the cop busting him for having a leak when the cop did the same? The judge asked if my mate had a witness to this, mate replied that he was on his own. Mate got fined.

Sydney CBD are trialing temporary outdoor urinials in parks and etc! The fact that Sydney Council charges people to use the normal toilets is probably
a big factor as to why so many people relieve themselves in public.
If your at the pub till the early hours of the morning, chances are you've pissed all your money on grog, so there's nothing left to take a piss

Of course it matters what state you are in.
I believe that in Victoria it is legal to piss on a wheel as long as you are holding the steering wheel at the same time.
It is supposed to one of those old laws that have not been repealed.
It comes from the time of horse and bullock wagons. If you held the reins and therefore still had control over the animals and you were in desperate
need you could hide behind a wagon wheel and do the business.
As a result, the law still being in effect it still applies to us.
I also believe that in some states the law stating that all hotels must have a hitching rail and a water trough outside have not been repealed, so
nearly every hotel in that state is in breach of that law.

public urination in NSW is regulated by Summary Offences Act 1988 No 25. Urination in public, if caught, is deemed by law as 'offensive behaviour',
under Part 2 of that Act (Offences in Public and other Places). Most likely you would receive a Criminal Infringment Notice (CIN), akin to a Penalty
Infringement Notice (PIN).
It goes to the Infringment Processing Bureau and you have the option of either paying it, or have the matter heard in court.
