what is the large metal cylinder in the engine bay?.... is it some form of petrol-fueled heating unit like was fitted to Westy's and Campmobiles?

And also...out of curiosity, does the spare tyre mount swing downwards or sideways or something to that effect?... just wondering how one accesses the engine bay with the spre mounted behind the lid.
