but does a 71 beetle have the blinkers to turn off them selves
or are they just manual
if so what part do I need

With a standard steering wheel, the blinker will cancel itself automatically. If it doesn't, you will probably need a new blinker switch as the
plastic inside that triggers the cancellation breaks. If it is not a standard steering wheel, it may not be able to work at all.

I have never tried this so can't say for sure. If you can get the bracket from the back of a standard steering wheel and make it fit to your after
market wheel, that is the only way I can think of that could do it. Maybe someone else with more knowledge could suggest another way.

Most aftermarket steering wheels have provision to fit the ring that is attached to the back of the standard steering wheel, some of the aftermarket wheels end up with a larger gap between the boss and the column, this can be caused by manufacturing tolerences in the different brand of bosses, if the gap is to large the stepped part of the ring will not contact the mechanism in the indicator switch, there is provision to move the column back towards the driver by loosening the two cap screws that attach the column to the bottom of the dash, post a photo of the gap between the boss and the column , if that is alright then the wheel will have to be removed to see what the problem is, I have four cars all with aftermarket steering wheel and all the indicators self cancel. as you can see by the attached photo of my convertible the gap is quite small, manual recommends between 2 to 4MM's
