Leaky pushrod seals 36hp

After rebuilding my 36hp engine and re using the original pushrod tubes with new Elring seals I found oil leaking out of the seals.
What can I do to rectify this, maybe new pushrod tubes?
Do they make silicone seals? Where to get good quality seals?
I know everyone says all VW's leak oil but this should not be the case.
Any advice welcome.

I always replace the tubes but the old ones can be used if they are expanded/stretched back to spec length
Elring seals should be ok
not all VW's leak oil

new 36hp tubes are hard to find
