movement in front floor 1970 vw beetle

when I press my brake pedal on my 1970 beetle, my clutch foot feels like it is lifted up. this happens when the clutch foot is resting on the floor . it moves slightly but is noticeable. I believe there is a pressed metalpanel behond the pedal assembly. ill pull up the carpet and have a look, but any ideas on what might be causing it. floor pans are good and no rust in them.

It could be that the pedal assy needs lubricating pull it out and apart and grease the shafts as one goes inside the other

Double check the condition of the metal of the floor. The strengthening piece of steel gets rust between it and the floor pan. It may look fine but has been weakened.

Solved!!!! The pressed metal plate behind pedals was bowed and touching brake mech. Straightened it out. No problems now
