Yes you cold use a stock bottom end but a bit of a waste if you dont at least balance the bits say $200
For a bit of fun lighten the fly wheel if you dont have a counter weighted crank
Carbs.....at a pinch you could use a Pict....but at least try and pick up a Proggy...say $150
All up AT LEAST another $1k over stock.....but would be worth it.
Other wise spend $500 on a CW crank and a mild AP2 (V Force talk) cam - $150
Up your compression to 8.5:1 and run that till you can save some more.
Wait till you have a better / new case and can afford carbs and head work

8.5:1 on pump fuel: - only take 74l's advice if you live in the city. If you plan on doing any miles you'll find such an engine short-lived. Check out the prices for machining (I believe shipping your case and heads to Mick Motors will work out less than that,) and add spacers to bring your compression down close to stock (0.8-1.0mm should do it,) you'll be wrapt with the results. I just drove a 1500 fitted with 1600 barrels and a 009 - apart from the 009 "flat spot" it was great!!!

If you use the 009 with the 34pict3 you get a flat spot. It can be cured by rejetting the carb, usually increasing the idle jet size fixes the prob I think.
Correct, but larger carbs don't actually fix the prob - you simply get so used to having to "goose" the motor that you don't
realise it's there. If you always drive flat out, you won't even have a problem (with the flat spot that is; the cops and other traffic are
another matter.)
I have run a 009 with kadrons and webers and trust me there is no flat spot. I use my webers all the way down to 500rpm.
It only occurs with the 34pict3 cos it was jetted so lean to get the emissions down. The 009 just emphasises the lean spot on progression and causes a
slight hesitation.
