What is the maximum offset on the rear of a swing axle bug? (the distance from the bolting surface to the far inside of the rim)

Sorry, I don't know the answer, but offset as you have defined it would depend on rim width, and that wouldn't be right.
Offset is usually defined as the distance from the "bolting surface" to the centre of the rim, which is independent of rim width. This measurement on German wheels is often stated as the "ET" of the wheel.
