Ok I have to get to some surface rust under window rubbers is there a way of getting to it without pulling out the windows front, rear side. or do I have to pull them out?
Any help will be greatly appreciated

Best to pull them out.

There is a bit of info on pulling out windows in the Paint & Body section.

In the post 'Respray of Beetle Part 1" it shows how to take your glass out two ways, both with pictures. One will save the rubber one won't.
