Want to ask is it possible to install a Third Party Tachometer into a 59 Beetle ? Looking at those performance car ones that hang out ... I am looking
to hang it out right under the window or dash, is it possible to hook/connect one in ?
Also, is it legal or illegal ? since the size of one is so big ...

easy.
get an autometer monster tach, they give you 10 hp just by installing them 
legal as long as it doesn't interfere with the view out the windscreen, or make the seating position dangerous. very very easy to fit. even i could
do it.:P
what a lot of guys have done is take out the stock speedo and install a porsche tacho in its place, it requires about 1mm of clearancing, but thats about it. Although the downside is you have to get a speedo and somewhere to put the idiot lights (although i have seen them put in the tacho somewhere before)

One more questions .. where does the Tacho hook to ? if i want to try installing myself, what I have to take apart ?
The tacho's i have both hook up to one of the terminals on the coil, that's where they get the signal from. They also have + and - connections, plus lighting connections.
yeah they get their signal from the negative side of the coil, the tacho needs to know how many cylinders there are to get the right reading - or it is set from the factory. You'll need to run a wire from the engine of course, the rest is easy, should have 2 (+) terminals , one for the light one for the tacho, 2 x (-) or ground terminals for the light and tacho, and one more for the sender.
