Popping and flame out the exhaust

Ok the Notch is pretty much ready to go however I've noticed when you first start it and it's cold it pops and shoots a neat flame out the exhaust.
It seems to idle ok and when it gets up to temp it doesn't seem to bad. It also backfires out one carby while it's cold as well.

background Type3 1600 twin port std dual carbs that have been rebuilt. All equaliser tubes from the inlet manifolds have been replaced to eliminate air leaks. All fuel lines and filter have been replaced. I don't think the car has been driven in anger for a few years, last rego I believe was '98.
Has a few holes in the exhaust which maybe contributing to the problem but this will be fixed by a new set of headers. My thoughts are because it backfires through one carby when cold I maybe looking at valves. I will attempt to check and set valve clearences over the weekend.
Maybe it just needs a drive after sitting for so long
Any other oppinions would be grateful.

my car used to shoot flames on overrun (used to think I was being flashed at nite by a speed camera). It was a leak in the exhaust.

Popping carb is lean - give the mixture screw 1/2 a turn out or so...
