im getting ready to install my motor the box is all back in and i am installing the clutch cable, it seems like it will be difficult to tension the cable without the motor in pos , so does the motor and clutch plate need to be in pos to tension cable properly?

yes, as you need the pressure plate to push against. Otherwise you are just pushing against the return spring
