In a beetle do both front seats need to be able to be folded forward or can one seat be fixed, ie the driver side seat? in accordance to N.S.W regulations.

If the seat is not factory fitted then it needs to be engineered.........................................well that's the law.........no one ever does it.

It can be fixed as long as the passenger folds forward..........................or both can be fixed and the vehicle is then registered as a two seater.
