Yes it is hard to figure out how they go....

The nylon washer keeps the horn ring isolated from the steering wheel... otherwise the horn would BEEP all the time..

I'll have to study mine as I have taken it apart to be painted etc... the spring and screw are always earthed to the steering wheel...
Volkswagenwerk have changed the steering wheel many times since they started using the dished steering wheels on 1st August 1960....
I wouldn't be surprised if there are different ones about...

I know You have to do the 3 screws up at the same time otherwise the horn ring looks like it won't fit.....
My car is supposed to have a horn ring but it doesn't....
it just has the flat part of the horn ring.....

I haven't been able to find anything in My manuals...
but from memory:

the screw goes thru the spring into the nylon washer which is up against the copper slip ring...
so the screw & spring are in contact with the earth system and the plastic or bakelite washer isolates the copper ring... but I can't remember how it shorts out to BEEP the horn...
I'll have a look tomorrow....

this is for a 1968 model but it could be the same for the earlier models....

yes there is a special sequence for fitting the screws washer n springs.

Vintage has an easy to follow diagram available if you give them a call.

If not fitted right the horn wont work or will work all the time.
