Engine Numbers - again

A mate asked me about his engine #

It is a 1600 twin port and the engine number is N123456P (forget what the actual numbers were but started with an N and ended with a P)

Is this a Police number??
cant find anything listed in my other info

"some" cases have made it onto the market without any engine number stamped onto them

The Police/RTA then come to the rescue and put an "official" engine number on it.
