HELP~NOW I AM REALY CONFUSED~

Can Any 1 SOLVE THIS~

MY BUG IS REGISTERED AS A 1964~
THE ENGINE NUMBER IS STAMPED L0009064
all i could find was this~
1967 (1 Aug 66 to 31 Jul 67)
L 0,000,001 - L 0,019,335 40bhp(DIN)1500(US-M240smog)

BUT THE REGO SAYS ENGINE NUMBER 0214170 all i could find was this~
Aug 1966 H 0 204 001 1500 started and 12 volt started
Dec 1966 H 0 576 613 "L" has M240 smog control

this makes a little sense when i had to replace the starter got a 6volt didnt fit~
or has the engine just been replaced~????

ohh i can not find chassis no or vin plates looked everywhere?????

chasis no is under the back seat in front of the gear coupling cover

Yea that was the conclusion i had come to!!

it just seemed all to crazy as its rego says 64~
