Guidelines (weight, capacity, emissions, induction, brakes) etc are available in the NSW Code of Practice for Light Vehicle Modifications. Call teh RTA for links to teh web. Once your car is built (rebuilt?!) to those guidelines, check http://www.streetmachine.com.au  (Find Engineer) for someone to do all the testing etc and sign it off
