I have a 34 pict-3 and it, when looking at the carby it has a hose outlet on the front of the carby.its not the vac advance thats on the side of the carby. What does this do? should i just block it off?

yes - block it off.

It goes up to the air cleaner
Has something to do with the little tubes at the front of a late 1600 air cleaner and the warm air flap
