Yes sounds like a burned out wiper motor.

Are your VW's electrics now 12V, and you used a 6V wiper motor with a voltage inverter? It's possible that this was done wrongly or badly, and excess voltage has burned out the motor. Or the old motor could have been on the way out anyway.

It won't have blown a fuse, as fuses are blown by excess current (Amps) not potential difference (Volts).

Another 6V wiper motor from a VW wrecker and away you go. It's possible to install a 1968+ 12V 2-speed motor on your 6-volt linkages but it takes a bit of fiddling and some of the bushes are different in size. And you'll need a 2-speed switch. I did all that on my '64 years ago, but I later found I never needed the second speed anyway.
