Thats not a batwing, its from a 8/55 and later car, batwings were fitted to earlier Ovals, pre 8/55.
You can buy repro steering wheels the same as that one, probably worth checking prices before deciding to restore that one.
That looks like it has few cracks so makes it easy to restore.
For crack buy a tube of Knead it 2 part epoxy putty and enlarge the crack for good adhesion. push the putty in and once all are filled sand the
repairs down. Once cracks are repaired then rub entire wheel down with 400 wet n dry. once rinsed off and dry wipe down with a non residue cleaner or
tack cloth and then spray with plastic primer. then with high build/spray putty primer, at least 2 coats, and once fully hardened make the surface
smoother with a light rub with the 400 wet n dry. Once all rinsed off and dry then spray with and enamel paint of your choosing.
Did mine and cost me no more than $40 for paint and supplies
New one will cost you 5 times this amount or more.

Save your self some effort and purchase a repro one they very good quality
Where are the repops available from? Never seen them anywhere
