Bleeding Brakes

1975 L Bug has the front calipers with two bleed screws/nipples/valves, whatever the correct name for them is. I was bleeding them today and one side
is fine but on the other side the bottom one is blocked. I tried loosening it, nothing came out. Removed it, nothing came out. Do I need to rebuild,
replace or just clean. If it's clean where can I find the procedure?
Thanks in advance as always.

you bleed brakes from TOP nipple only. some brkes have 2 nipple so they can be fitted to any side.
