i can move the steering wheel in an upward direction. Is there a bearing on the shaft or an adjustment i can make? The car is a 74 beetle(non super)

The plastic bush that fits inside the bearing needs replacing.

Definitly not one of VWs brighter ideas going from a metal bushing to plastic.

This is what you need.

Hi

If the bearing is OK youj can just cut a strip of plastic sheet and feed it into the gap, Idid this with my sons bug years ago and its still working.
