The best we got for a description of it at work is that, as above, it is called 'a slow day'.
Its a test of the steam powered catapult, they apparently (and am a little sceptical of the story) fill the car with concrete and load it onto the catapault. Fire the catapault and measure the speed and test if the thing is working properly.

Used also for sonar training targets in the navy.
